ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಮಂಡಿಸಿದ ರಾಜ್ಯ ಬಜೆಟ್ ಅತ್ಯಂತ ನಿರಾಶಾದಾಯಕ, ಅಭಿವೃದ್ಧಿ ಶೂನ್ಯ, ದೂರದೃಷ್ಟಿ ರಹಿತ ಅಡ್ಡ ಕಸುಬಿ ಬಜೆಟ್ ಎಂದು ವಿಧಾನಸಭೆ ಪ್ರತಿ ಪಕ್ಷ ನಾಯಕ ಆರ್. ಅಶೋಕ ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
ಬಜೆಟ್ ಕುರಿತಂತೆ ಪ್ರತಿಕ್ರಿಯೆ ನೀಡಿರುವ ಅವರು ಇದೊಂದು ಜನವಿರೋಧಿ ಹಾಗೂ ಮುಸ್ಲಿಮರ ಬಜೆಟ್, ಕರ್ನಾಟಕದ ಇತಿಹಾಸದಲ್ಲೇ ಮೊದಲ ಬಾರಿಗೆ ದಾಖಲೆ ಸಾಲ ಮಾಡಲಾಗಿದೆ ಎಂದು ಟೀಕಿಸಿದರು.
ಕರ್ನಾಟಕದ ಇತಿಹಾಸದಲ್ಲೇ ಮೊದಲ ಬಾರಿಗೆ ದಾಖಲೆಯಂತೆ 1.16 ಲಕ್ಷ ಕೋಟಿ ರೂ. ಸಾಲ ಮಾಡಲಾಗಿದೆ ತಿಪ್ಪೆ ಸಾರಿಸುವಂತೆ ಹಿಂದಿನ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಮುಂದುವರಿಸಲಾಗಿದೆ. ಹಳೆ ಮೈಸೂರು ಅಥವಾ ಉತ್ತರ ಕರ್ನಾಟಕಕ್ಕೆ ನೀರಾವರಿ ಯೋಜನೆಗಳನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರದ ಅನುಮತಿ ಬಳಿಕ ಮುಂದುವರಿಸುತ್ತೇವೆ ಎಂದು ತಿಳಿಸಲಾಗಿದೆ. ಇದನ್ನು ಓದಿ ಪುಟಗಳನ್ನು ವ್ಯರ್ಥ ಮಾಡಲಾಗಿದೆ ಎಂದರು.
ಅಬಕಾರಿ ಇಲಾಖೆಗೆ 60,000 ಕೋಟಿ ರೂ. ಗುರಿ ನೀಡಿ, ಹೊಸ ಬಾರ್‌ಗಳನ್ನು ಘೋಷಿಸಲಾಗಿದೆ. ಇದನ್ನು ಕಾಂಗ್ರೆಸ್‌ ಶಾಸಕರ ಬಾಯಿ ಮುಚ್ಚಿಸಲು ಮಾಡಲಾಗಿದೆ. ಇದರಿಂದ 40,000 ಕೋಟಿ ರೂ. ಆದಾಯ ಬರಲಿದೆ. ಅನ್ನಭಾಗ್ಯ ಹೋಗಿ ಕುಡುಕರ ಭಾಗ್ಯ ಬಂದಿದೆ. 4-5 ಸಾವಿರ ಕೋಟಿ ರೂ. ಆದಾಯ ಹೆಚ್ಚಿಸಲು ಈ ಕ್ರಮ ವಹಿಸಲಾಗಿದೆ ಎಂದರು.
ಕಳೆದ ಬಜೆಟ್‌ನಲ್ಲೂ ಯಾವುದೇ ತೆರಿಗೆ ಘೋಷಣೆ ಮಾಡಿರಲಿಲ್ಲ. ಬಳಿಕ ತೆರಿಗೆಗಳನ್ನು ಹೆಚ್ಚಿಸಲಾಯಿತು. ಈ ಬಾರಿಯೂ ಬಜೆಟ್ ನಂತರ ತೆರಿಗೆ ಏರಿಕೆ ಮಾಡಲಾಗುತ್ತದೆ. ಬಸವರಾಜ ಬೊಮ್ಮಾಯಿ ಬಜೆಟ್ ಮಂಡನೆ ಮಾಡಿದಾಗ, ಅದು ಹೆಚ್ಚುವರಿಯಾಗಿತ್ತು. ಕಾಂಗ್ರೆಸ್‌ ಕೊರತೆ ಬಜೆಟ್ ಮಂಡಿಸಿದೆ. 193 ಪುಟಗಳಲ್ಲಿ ಹೊಸತನವೇ ಇಲ್ಲ ಎಂದು ಹೇಳಿದರು
ಇದು ಕೇವಲ ಮುಸ್ಲಿಮರ ಬಜೆಟ್. ಮುಸ್ಲಿಮರ ಜಟಕಾ ಗಾಡಿ ಏರಿಕೊಂಡು ಸಿದ್ದರಾಮಯ್ಯ ಪ್ರಯಾಣ ಮಾಡಿದ್ದಾರೆ. ಅಲ್ಪಸಂಖ್ಯಾತರ ಕಾಲೋನಿ ಅಭಿವೃದ್ಧಿಗೆ 1,000 ಕೋಟಿ ರೂ. ನೀಡಲಾಗಿದೆ. ವಕ್ಫ್‌ ಬೋರ್ಡ್‌ ಮುಚ್ಚಿ ಎಂದರೆ, ಅದಕ್ಕೆ 150 ಕೋಟಿ ರೂ. ನೀಡಿದ್ದಾರೆ. ಮುಸ್ಲಿಮರ ವಿದೇಶ ಪ್ರಯಾಣಕ್ಕೆ 30 ಲಕ್ಷ ರೂ. ನೀಡಲಾಗುತ್ತದೆ. ಆದರೆ ಗುರುದ್ವಾರಗಳಿಗೆ ಕೇವಲ 2 ಕೋಟಿ ರೂ. ನೀಡಲಾಗಿದೆ. ಮುಸ್ಲಿಮರ ಓಟಿನ ಋಣ ತೀರಿಸಲು ಈ ಬಜೆಟ್ ನೀಡಲಾಗಿದೆ ಎಂದು ದೂರಿದರು.
ಎತ್ತಿನಹೊಳೆ ಪೂರ್ಣಗೊಳಿಸಲಾಗುವುದು ಎಂದಿದ್ದಾರೆ. ಆದರೆ ಹಣ ಎಷ್ಟು ನಿಗದಿ ಮಾಡಿದ್ದಾರೆ ಎಂದು ಹೇಳಿಲ್ಲ. ತುಂಗಾ, ಕೃಷ್ಣೆ ಮೊದಲಾದ ನೀರಾವರಿ ಯೋಜನೆಗಳಿಗೆ ಹಣ ನೀಡಿಲ್ಲ. ಅಭಿವೃದ್ಧಿಗೆ ಒಂದು ತೊಟ್ಟು ನೀರು ಕೂಡ ಕೊಟ್ಟಿಲ್ಲ. ಬೆಂಗಳೂರಿನಲ್ಲಿ ಎಲ್ಲವನ್ನೂ ಸುರಂಗ ಮಾಡಲು ಯೋಜನೆ ರೂಪಿಸಿದ್ದಾರೆ. 40,000 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಯೋಜನೆ ಘೋಷಿಸಲಾಗಿದೆ. ಫೆರಿಫರಲ್‌ ರಿಂಗ್‌ ರಸ್ತೆಯನ್ನೇ ಇನ್ನೂ ಮಾಡಿಲ್ಲ. ಇನ್ನು ಸುರಂಗ ಯೋಜನೆ ಮಾಡಲು ಯಾರೂ ಮುಂದೆ ಬರಲ್ಲ. ಬೆಂಗಳೂರಿನ ಜನರ ಮೂಗಿಗೆ ತುಪ್ಪ ಸವರುವ ಕೆಲಸ ಮಾಡಿದ್ದಾರೆ. ರಸ್ತೆ ಗುಂಡಿ ಮುಚ್ಚುವ, ಕಸದ ಸಮಸ್ಯೆ ಪರಿಹರಿಸುವ ಬಗ್ಗೆ ಹೇಳಿಲ್ಲ. ಚುನಾವಣೆ ಇರುವುದರಿಂದ ಇಂತಹ ಬೋಗಸ್‌ ಬಜೆಟ್ ಮಂಡಿಸಲಾಗಿದೆ ಎಂದು ಟೀಕಿಸಿದರು
