ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ ಬೊಮ್ಮಾಯಿ (Basavaraj Bommai) ಅವರ ನೇತೃತ್ವದ ರಾಜ್ಯ ಸರ್ಕಾರ 2023-24 ಸಾಲಿನಲ್ಲಿ ಮತ್ತೆ ಬೃಹತ್ ಪ್ರಮಾಣದ ಸಾಲ (loan) ದ ಮೊರೆ ಹೋಗಿದೆ. ಕಳೆದ ವರ್ಷಗಿಂತಲೂ ಹೆಚ್ಚಿನ ಸಾಲ ಮಾಡಲಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರವು ಒಟ್ಟು 77,750 ಕೋಟಿ ರೂ. ಸಾಲದ ಹೊರೆ ಹಾಕಲಿದೆ.
ಆ ಮೂಲಕ 2023-24ರ ಕೊನೆಯಲ್ಲಿ ರಾಜ್ಯದ ಒಟ್ಟು ಹೊಣೆಗಾರಿಕೆ 5,64,896 ಕೋಟಿ ರೂ.ಗೆ ಏರಿಕೆಯಾಗಲಿದೆ. ಕಳೆದ ವರ್ಷ ಬೊಮ್ಮಾಯಿ ಸರ್ಕಾರ ಅಂದಾಜು 72,000 ಕೋಟಿ ರೂ. ಸಾಲ ಮಾಡಲು ನಿರ್ಧರಿಸಿತ್ತು. ಬಳಿಕ ಅದನ್ನು 61,000 ರೂ.ಗೆ ಪರಿಷ್ಕರಿಸಲಾಗಿತ್ತು. ಆದರೆ ಈ ಬಾರಿ ಬರೋಬ್ಬರಿ 77,750 ಕೋಟಿ ರೂ. ಸಾಲ ಮಾಡಲು ಮುಂದಾಗಿದೆ. 2023-24 ಸಾಲಿನಲ್ಲಿ ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ 6,254 ಕೋಟಿ ರೂ.ಸಾಲ, ಬಹಿರಂಗ ಮಾರುಕಟ್ಟೆಯಿಂದ 70,295 ಕೋಟಿ ರೂ ಸಾಲ ಮಾಡಲು ನಿರ್ಧರಿಸಿದೆ. ಆ ಮೂಲಕ ಬರೋಬ್ಬರಿ 77,750 ಕೋಟಿ ರೂ. ಸಾಲ ಮಾಡಲು ಮುಂದಾಗಿದೆ.
2022-23ರ ಪರಿಷ್ಕೃತ ಅಂದಾಜುಗಳ ಅನ್ವಯ ಆಯವ್ಯಯದಲ್ಲಿ ಅಂದಾಜಿಸಲಾದ 2,61,977 ಕೋಟಿ ರೂ.ಗಳಿಗೆ ಹೋಲಿಸಿದಲ್ಲಿ ಒಟ್ಟಾರೆ ಜಮೆ 2,79,540 ಕೋಟಿ ರೂ.ಗಳಾಗಿದೆ. ರಾಜ್ಯ ರಾಜಸ್ವ ಕ್ರೋಡೀಕರಣ 2,12,360 ಕೋಟಿ ರೂ. ಗಳಾಗಿದ್ದು, ಇದರಲ್ಲಿ ಸ್ವಂತ ತೆರಿಗೆ, ರಾಜಸ್ವ ಸಂಗ್ರಹಣೆ ಹಾಗೂ GST ಪರಿಹಾರ ಒಳಗೊಂಡಂತೆ 1,54,431 ಕೋಟಿ ರೂ.ಗಳಾಗಿದೆ.
ಪರಿಷ್ಕೃತ ಅಂದಾಜಿನ ಪ್ರಕಾರ ಒಟ್ಟು ವೆಚ್ಚ 2,89,653 ಕೋಟಿ ರೂ.ಗಳಾಗಿದೆ. ಇದು ಆಯವ್ಯಯ ಅಂದಾಜು 2,65,720 ಕೋಟಿ ರೂ.ಗಳಿಗೆ ಹೋಲಿಸಿದಲ್ಲಿ ಶೇ.9 ರಷ್ಟು ಹೆಚ್ಚಳ ಕಂಡಿದೆ. 2023-24 ನೇ ಸಾಲಿನಲ್ಲಿ ರಾಜ್ಯದ ಒಟ್ಟು ಸ್ವಂತ ತೆರಿಗೆ ರಾಜಸ್ವ 1,64,653 ಕೋಟಿಗಳಾಗುತ್ತದೆ ಎಂದು ಅಂದಾಜು ಮಾಡಲಾಗಿದೆ. ತೆರಿಗೆಯೇತರ ರಾಜಸ್ವಗಳಿಂದ 11,000 ಕೋಟಿ ರೂ. ಗಳನ್ನು ಸಂಗ್ರಹಿಸಬಹುದೆಂದು ನಿರೀಕ್ಷಿಸಲಾಗಿದೆ. ಕೇಂದ್ರ ತೆರಿಗೆಯ ಪಾಲಿನ ರೂಪದಲ್ಲಿ 37,252 ಕೋಟಿ ರೂ.ಗಳನ್ನು ಹಾಗೂ 13,005 ಕೋಟಿ ರೂ.ಗಳನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ ಸಹಾಯಾನುದಾನ ರೂಪದಲ್ಲಿ ಬರಲಿದೆ ಎಂದು ನಿರೀಕ್ಷಿಸಲಾಗಿದೆ.
23 ಕೋಟಿ ರೂ.ಗಳ ಋಣೇತರ ಸ್ವೀಕೃತಿಗಳು ಮತ್ತು 228 ಕೋಟಿ ರೂ. ಗಳ ಸಾಲಗಳ ವಸೂಲು ಮೊತ್ತವನ್ನು ಅಂದಾಜಿಸಲಾಗಿದೆ. 2023-24ನೇ ಸಾಲಿನಲ್ಲಿ ಒಟ್ಟು ಜಮೆಗಳು 3,03,910 ಕೋಟಿ ರೂ. ಗಳಾಗುತ್ತದೆಂದು ಅಂದಾಜು ಮಾಡಲಾಗಿದೆ. 2,25,507 ಕೋಟಿ ರೂ.ಗಳ ರಾಜಸ್ವ ವೆಚ್ಚ, 61,234 ಕೋಟಿ ರೂ.ಗಳ ಬಂಡವಾಳ ವೆಚ್ಚ ಹಾಗೂ ಸಾಲದ ಮರುಪಾವತಿ 22,441 ಕೋಟಿ ರೂ. ಗಳ ವೆಚ್ಚವನ್ನು ಒಳಗೊಂಡು, ಒಟ್ಟು ವೆಚ್ಚ 3,09,182 ಕೋಟಿ ರೂ.ಗಳಾಗುತ್ತದೆ ಎಂದು ಅಂದಾಜು ಮಾಡಲಾಗಿದೆ.
ಹೆಚ್ಚುವರಿ ಆದಾಯದ ಬಜೆಟ್:
Covid ಸಾಂಕ್ರಾಮಿಕದ ನಂತರ ಮೊದಲ ಬಾರಿಗೆ ರಾಜಸ್ವ ಸ್ವೀಕೃತಿಯು ರಾಜಸ್ವ ವೆಚ್ಚಕ್ಕಿಂತ 402 ಕೋಟಿ ರೂ.ಗಳ ಹೆಚ್ಚುವರಿಯನ್ನು ಅಂದಾಜು ಮಾಡಲಾಗಿದೆ. ಆ ಮೂಲಕ ಬೊಮ್ಮಾಯಿ ಸರ್ಕಾರ ಎರಡು ವರ್ಷಗಳ ಆದಾಯ ಕೊರತೆಯ ಬಜೆಟ್ನಿಂದ ಹೊರ ಬಂದಿದೆ. ಈ ಬಾರಿ 402 ಕೋಟಿ ರೂ.ನ ಹೆಚ್ಚುವರಿ ಆದಾಯದ ಬಜೆಟ್ ಮಂಡನೆ ಮಾಡಿದ್ದಾರೆ. ವಿತ್ತೀಯ ಕೊರತೆ 60,581 ಕೋಟಿ ರೂ. ಗಳಾಗುತ್ತದೆಂದು ನಿರೀಕ್ಷಿಸಲಾಗಿದೆ. ಅದು ಶೇ.2.60% ರಷ್ಟಾಗಿರುತ್ತದೆ.
