    ಬೆಂಗಳೂರು, ಫೆ. 02 – ಬರ ಪರಿಹಾರ ಮತ್ತು ಕೇಂದ್ರ ಬಜೆಟ್ ನಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯಕ್ಕೆ ನಿರಂತರ ಅನ್ಯಾಯವಾಗುತ್ತಿದೆ ಎಂದು ಆರೋಪಿಸಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರ ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಿರುದ್ಧ ದೆಹಲಿಯಲ್ಲಿ ಫೆ.7ರಂದು ಪ್ರತಿಭಟನೆ ನಡೆಸಲಿದೆ.
    ಸುದ್ದಿಗಾರರಿಗೆ ಈ ವಿಷಯ ತಿಳಿಸಿದ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ (Siddaramaiah), ನಾನು ಸೇರಿದಂತೆ ರಾಜ್ಯದ ಸಚಿವರು, ಸಂಸದರು, ಶಾಸಕರು, ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯರು ಈ ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಭಾಗವಹಿಸುತ್ತೇವೆ ಎಂದು ಹೇಳಿದರು.

    ಪ್ರಜಾತಂತ್ರ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಪ್ರತಿಭಟನೆ ನಮ್ಮ ಮೂಲಭೂತ ಹಕ್ಕು. ಕಾಂಗ್ರೆಸ್ ಜನಪ್ರತಿನಿಧಿಗಳು ಭಾಗವಹಿಸಲಿರುವ ಈ ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಪ್ರತಿಪಕ್ಷದ ಸಂಸದರು. ಶಾಸಕರು ಭಾಗವಹಿಸುವ ಮೂಲಕ ರಾಜ್ಯಕ್ಕೆ ಆಗುತ್ತಿರುವ ಅನ್ಯಾಯ ಖಂಡಿಸಬೇಕು ಎಂದು ಮನವಿ ಮಾಡುತ್ತೇನೆ ಎಂದರು.
    2018-19ರಲ್ಲಿ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಬಜೆಟ್ ಗಾತ್ರ 24.5 ಲಕ್ಷ ಕೋಟಿ ಇತ್ತು. 2023-24ನೇ ಸಾಲಿನಲ್ಲಿ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಬಜೆಟ್ ಗಾತ್ರ ದುಪ್ಪಟ್ಟಾಗಿದ್ದು 45 ಲಕ್ಷ ಕೋಟಿಯಾಗಿದೆ. 2018-19ರಲ್ಲಿ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಬಜೆಟ್ ನಲ್ಲಿ ರಾಜ್ಯಕ್ಕೆ 46 ಸಾವಿರ ಕೋಟಿ ಅನುದಾನ ಸಿಕ್ಕಿತ್ತು. ಆದರೆ 2024-25ನೇ ಸಾಲಿನಲ್ಲಿ ರಾಜ್ಯಕ್ಕೆ ಬಂದಿರುವ ಅನುದಾನ ಕೇವಲ 50 ಸಾವಿರ ಕೋಟಿ ಮಾತ್ರ. ಕೇಂದ್ರ ಸರ್ಕಾರದ ಬಜೆಟ್ ಗಾತ್ರ ದುಪ್ಪಟ್ಟಾಗಿದ್ದರೂ ರಾಜ್ಯಕ್ಕೆ ಬರುವ ಅನುದಾನದ ಪ್ರಮಾಣದಲ್ಲಿ ಅತ್ಯಲ್ಪ ಏರಿಕೆ ಮಾತ್ರವಾಗಿದೆ ಎಂದು ಹೇಳಿದರು.

    ಕರ್ನಾಟಕ ರಾಜ್ಯ ದೇಶದಲ್ಲೇ ಪ್ರಗತಿಪರ ರಾಜ್ಯ. ಮಹಾರಾಷ್ಟ್ರ ಬಿಟ್ಟರೆ ಕೇಂದ್ರಕ್ಕೆ ಅತಿ ಹೆಚ್ಚು ತೆರಿಗೆ ಪಾವತಿ ಮಾಡುತ್ತಿರುವ ರಾಜ್ಯ ಕರ್ನಾಟಕ. ನಿನ್ನೆ ಬಜೆಟ್ ಅನ್ನು ನಾವೆಲ್ಲ ಗಮನಿಸಿದ್ದೇವೆ. ಕೇವಲ ನಿನ್ನೆಯ ಬಜೆಟ್ ಮಾತ್ರವಲ್ಲ. ಕಳೆದ ಐದು ವರ್ಷಗಳ ಬಜೆಟ್ ನೋಡಿದರೆ ನಮಗೆ ನಮ್ಮ ಪಾಲು ನ್ಯಾಯುತವಾಗಿ ಸಿಕ್ಕಿಲ್ಲ. ರಾಜ್ಯದ 28 ಸಂಸದರ ಪೈಕಿ 27 ಸಂಸದರು ಎನ್ಡಿಎ ಮೈತ್ರಿಕೂಟದವರೇ ಆಗಿದ್ದರೂ ನಮಗೆ ಸೂಕ್ತ ನ್ಯಾಯ ಸಿಗುತ್ತಿಲ್ಲ ಎಂದು ದೂರಿದರು.
    2018-19ರಿಂದ ಈಗಿನವರೆಗೂ ಕೇಂದ್ರ ಬಜೆಟ್ ಗಮನಿಸಿದರೆ ನಮ್ಮ ರಾಜ್ಯದ ಪಾಲಿನಲ್ಲಿ 40ರಿಂದ 45% ಪಾಲು ಕಡಿಮೆಯಾಗಿದೆ. ಇದರಿಂದಾಗಿ ನಮ್ಮ ರಾಜ್ಯದ ಮೇಲೆ ಸಾಲದ ಹೊರೆ ಹೆಚ್ಚಾಗುತ್ತಿದೆ. . ಇತ್ತೀಚೆಗೆ ನಡೆಸಿದ ಸಮೀಕ್ಷೆಯಲ್ಲಿ ಪ್ರತಿ ವರ್ಷ 7-10 ಸಾವಿರ ಕೋಟಿ ಅನುದಾನ ಕಡಿಮೆಯಾಗುತ್ತಾ ಬರುತ್ತಿದೆ.14ನೇ ಹಣಕಾಸು ಆಯೋಗದ ಶಿಫಾರಸ್ಸಿನಂತೆ ಕರ್ನಾಟಕ ರಾಜ್ಯಕ್ಕೆ 4.71% ಪಾಲು ನೀಡಲಾಗಿತ್ತು. ಆದರೆ 15ನೇ ಹಣಕಾಸು ಆಯೋಗದಲ್ಲಿ ರಾಜ್ಯದ ಪಾಲನ್ನು 3.64% ಗೆ ಇಳಿಸಲಾಗಿದೆ. ಇದರಿಂದಾಗಿ ನಮಗೆ ಐದು ವರ್ಷಕ್ಕೆ 62 ಸಾವಿರ ಕೋಟಿಯಷ್ಟು ಹಣ ಕಡಿಮೆಯಾಗಿದೆ. ಇನ್ನು ವಿವಿಧ ರೀತಿಯಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯಕ್ಕೆ ಘೋಷಣೆ ಮಾಡಿದ್ದ ಅನುದಾನ ಕೂಡ ಸರಿಯಾಗಿ ನೀಡಿಲ್ಲ ಎಂದು ವಿವರಿಸಿದರು.

    ನೀರಾವರಿ ಯೋಜನೆಯಲ್ಲಿ ಭದ್ರ ಮೇಲ್ದಂಡೆ ಯೋಜನೆಗೆ 5,200 ಕೋಟಿ ನೀಡುವುದಾಗಿ ಘೋಷಣೆ ಮಾಡಿದ್ದರು. ಅದನ್ನು ನೀಡಿಲ್ಲ. ಇನ್ನು ಬೆಂಗಳೂರಿನಲ್ಲಿ ಮೆಟ್ರೋಗೆ ಕೂಡ ವಿವಿಧ ಹಂತದ ಯೋಜನೆ ಅನುದಾನ ನೀಡುವುದಾಗಿ ಹೇಳಿದ್ದರು. ನಾನು ಹಲವು ಬಾರಿ ಪ್ರಧಾನಿ, ಜಲಶಕ್ತಿ ಸಚಿವರು, ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವರಿಗೆ ಪತ್ರ ಬರೆದಿದ್ದೇನೆ. ನಮ್ಮ ರಾಜ್ಯದಿಂದ ಹೆಚ್ಚು ತೆರಿಗೆ ರವಾನೆಯಾಗುತ್ತಿದ್ದರೂ ನಮಗೆ ಮಲತಾಯಿ ಧೋರಣೆ ತೋರುತ್ತಿದ್ದೀರಿ. ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಪ್ರಧಾನಮಂತ್ರಿಗಳನ್ನು ಭೇಟಿ ಮಾಡಿ ಮನವಿ ಮಾಡಿದ್ದರು. ಆದರೂ ಯಾವುದೇ ಪ್ರಯೋಜನ ಆಗಿಲ್ಲ. ಇದರಿಂದಾಗಿ ನಮಗೆ ನಿರಾಸೆಯಾಗಿದೆ ಎಂದರು.
    ನಮಗೆ ಆಗಿರುವ ಅನ್ಯಾಯದ ಬಗ್ಗೆ ರಾಜ್ಯದ ಜನರಿಗೆ ತಿಳಿಸಬೇಕು. ನಮ್ಮ ರಾಜ್ಯದಲ್ಲಿ ಬರಗಾಲ ಎದುರಾಗಿದೆ. ರಾಜ್ಯದ ಇತಿಹಾಸದಲ್ಲೇ ಅತಿ ಹೆಚ್ಚು ತಾಲೂಕುಗಳನ್ನು ಬರಪೀಡಿತ ಪ್ರದೇಶ ಎಂದು ಘೋಷಣೆ ಮಾಡಲಾಗಿದೆ. ಕೇಂದ್ರ ಬರ ನಿಯಮಾನುಸಾರ ನಾವು ಘೋಷಣೆ ಮಾಡಿದ್ದೇವೆ. ನಮ್ಮ ಹಣಕಾಸು ಹಾಗೂ ಕೃಷಿ ಸಚಿವರು ಕೇಂದ್ರ ಸಚಿವರನ್ನು ಭೇಟಿ ಮಾಡಿ ಮನವಿ ನೀಡಿದ್ದರು. ಸಂಸದರು ಕೂಡ ಸರ್ಕಾರದ ಮೇಲೆ ಒತ್ತಡ ಹಾಕಿ ರಾಜ್ಯಕ್ಕೆ ನ್ಯಾಯ ಒದಗಿಸಬೇಕು ಎಂದು ಮನವಿ ಮಾಡಿದ್ದೆವು. ಆದರೂ ನಯಾಪೈಸೆ ಹಣ ಬಂದಿಲ್ಲ ಎಂದು ಆಪಾದಿಸಿದರು.

    ನರೇಗಾ ಯೋಜನೆ ಪ್ರಕಾರ ಬರ ಪೀಡಿತ ಪ್ರದೇಶಗಳಲ್ಲಿ ಮಾನವ ಕೂಲಿ ದಿನಗಳನ್ನು 100ರಿಂದ 150 ದಿನಗಳಿಗೆ ಹೆಚ್ಚಳ ಮಾಡಬೇಕು ಎಂದು ಕಾನೂನಿನಲ್ಲಿ ಇದೆ. ಯಾವುದೇ ಯೋಜನೆ ತೆಗೆದುಕೊಂಡರೂ ಕರ್ನಾಟಕ ರಾಜ್ಯಕ್ಕೆ ಅನ್ಯಾಯವಾಗಿದೆ. ಕೇಂದ್ರದ ಅನುದಾನದಲ್ಲಿ ಕರ್ನಾಟಕ ಮತ್ತು ಗುಜರಾತ್ ನಡುವೆ ನಾನು ಹೋಲಿಕೆ ಮಾಡಲು ಹೋಗುವುದಿಲ್ಲ. ಬೇರೆಯವರಿಗೆ ನೀವು ಎಷ್ಟಾದರೂ ನೀಡಿ ಆದರೆ ನಮಗೆ ನ್ಯಾಯಯುತವಾಗಿ ಸಿಗಬೇಕಾದ ನಮ್ಮ ಪಾಲನ್ನು ನೀಡಿ ಎಂದು ಕೇಳುತ್ತಿದ್ದೇವೆ ಎಂದರು.
