    ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮತ್ತು ಪರಿಶಿಷ್ಟ ವರ್ಗಗಳ ಮೇಲೆ ಹೆಚ್ಚುತ್ತಿರುವ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣ ತಡೆಗಟ್ಟಲು ಮುಂದಾಗಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರ ಇಂತಹ ಪ್ರಕರಣಗಳ ವಿಚಾರಣೆಗೆ ಪ್ರತ್ಯೇಕ ಪೊಲೀಸ್ ಠಾಣೆಗಳನ್ನು ಆರಂಭಿಸಲಿದೆ.
    ಇಂತಹ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳ ವಿಚಾರಣೆಗೆಂದೇ ರಾಜ್ಯ ಸರ್ಕಾರ ಪ್ರತ್ಯೇಕವಾಗಿ 33 ಪೊಲೀಸ್ ಠಾಣೆಗಳನ್ನು ಸ್ಥಾಪಿಸುತ್ತಿದ್ದು ಇವುಗಳು ಏಪ್ರಿಲ್ 14 ರ ಅಂಬೇಡ್ಕರ್ ಜಯಂತಿಯಂದು ಕಾರ್ಯಾರಂಭ ಮಾಡಲಿವೆ.
    ಈ ಪೊಲೀಸ್ ಠಾಣೆಗಳಿಂದಾಗಿ ನಾಗರಿಕ ಹಕ್ಕುಗಳ ಜಾರಿ ನಿರ್ದೇಶನಾಲಯದ (ಡಿಸಿಆರ್ ಇ) ಅಧಿಕಾರ ಇನ್ನಷ್ಟು ಹೆಚ್ಚಾಗಲಿದ್ದು, ಎಸ್‌ಸಿ, ಎಸ್‌ಟಿಗಳ ಮೇಲಿನ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳ ತ್ವರಿತ ತನಿಖೆಗೆ ಅನುವು ಮಾಡಿಕೊಡಲಿದೆ.
    ಸದ್ಯದ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಕರ್ನಾಟಕದಲ್ಲಿ ಎಸ್ಸಿ, ಎಸ್ಟಿ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳಲ್ಲಿನ ಶಿಕ್ಷೆ ಪ್ರಮಾಣ ಅತಿ ಕಡಿಮೆಯಿದೆ.ಈ ಕೊರಗು ನಿವಾರಿಸುವ ದೃಷ್ಟಿಯಿಂದ ನಾಗರಿಕ ಹಕ್ಕುಗಳ ಜಾರಿ ನಿರ್ದೇಶನಾಲಯದ ಕಾರ್ಯನಿರ್ವಹಣೆಯನ್ನು ಇನ್ನಷ್ಟು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಜಾರಿಗೊಳಿಸಲಾಗುವುದು ಎಂದು 2023-24ರ ಬಜೆಟ್‌ನಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಘೋಷಣೆ ಮಾಡಿದ್ದರು
    ಇದಾದ ಎರಡು ವರ್ಷಗಳ ನಂತರ ಇದೀಗ ಎಸ್ಸಿ, ಎಸ್ಟಿ ಠಾಣೆಗಳು ಅಸ್ತಿತ್ವಕ್ಕೆ ಬರುತ್ತಿವೆ.
    ಕಳೆದ ಐದು ವರ್ಷಗಳಲ್ಲಿ (2020-24) ಎಸ್ಸಿ, ಎಸ್ಟಿ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳಲ್ಲಿ ಶೇ 28 ರಷ್ಟು (10,961 ಪ್ರಕರಣಗಳಲ್ಲಿ 3,118) ಪ್ರತಿದೂರುಗಳನ್ನು ದಾಖಲಿಸಲಾಗಿದೆ ಎಂದು ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ಅಂಕಿಅಂಶಗಳಿಂದ ತಿಳಿದುಬಂದಿದೆ. ಈ ವಿಚಾರವಾಗಿ ಜನವರಿಯಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಪೊಲೀಸರ ವಿರುದ್ಧ ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದ್ದರು. ಎಸ್ಸಿ, ಎಸ್ಟಿ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳನ್ನು ಪೊಲೀಸರೇ ದುರ್ಬಲಗೊಳಿಸುತ್ತಿದ್ದಾರೆ ಎಂದು ಕಿಡಿಕಾರಿದ್ದರು.
    ಶಿಕ್ಷೆಯ ಪ್ರಮಾಣ ಕಡಿಮೆ:
    ಸರ್ಕಾರಿ ಅಂಕಿಅಂಶಗಳ ಪ್ರಕಾರ, 2012 ಮತ್ತು 2024 ರ ನಡುವೆ, ಕರ್ನಾಟಕದಲ್ಲಿ ಎಸ್ಸಿ, ಎಸ್ಟಿ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳಲ್ಲಿ ಶಿಕ್ಷೆಯ ಪ್ರಮಾಣ ಕೇವಲ ಶೇ 2.47 ರಷ್ಟಿದೆ. ಇದನ್ನು ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಿದ್ದ ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಎಸ್ಸಿ, ಎಸ್ಟಿ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳ ವಿಚಾರದಲ್ಲಿ ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುವಂತೆ ಪೊಲೀಸರಿಗೆ ಸೂಚಿಸಿದ್ದರು.
